Request for Feedback on the ERM Federal Integrated Business Framework

As part of our ongoing Federal Electronic Records Modernization Initiative (FERMI) work, we have completed an annual review to update the Electronic Records Management (ERM) Federal Integrated Business Framework. This review was required by the Business Standards Council where we serve as the standards lead for electronic records management. 

We consulted with our interagency Requirements Working Group to identify changes for the Framework. Throughout the Framework, we updated terminology related to digital records and clarified language. We also updated the Standard Data Elements to focus on those elements that shared services need to manage records in the systems they operate. For example, we removed terms that were only used by NARA and do not need to be tracked by agencies. 

We want to hear from you! What do you think should be added or updated in the ERM Federal Integrated Business Framework? We would like to receive feedback from a variety of stakeholders, so please share widely. You can submit comments through regulations.gov by August 15, 2025. If you have any questions, please send them to records.management@nara.gov.

  1. Developing an integrated ERM framework for the federal government is a massive undertaking. Great initiative to seek broad feedback for its success.

  2. This Integrated Business Framework sounds like a really helpful attempt to streamline federal records management! It’s great to see NARA proactively addressing the potential fragmentation involved in so many different agencies implementing their own versions of ERM solutions. I especially appreciate the focus on interoperability.

    That said, regarding the shared services component described – how will we ensure that smaller agencies with unique specialized recordkeeping requirements still get their needs addressed? What mechanisms will be in place to balance cost-effectiveness with the need for adaptable, customizable solutions? Also, I’m curious to know more about how this dovetails with agencies’ migration to cloud-based systems. Is there a preference for dealing with specific cloud providers when considering this framework’s guidance?

  3. This looks like such an important topic for federal records management! I noticed the July 9, 2025 date there, which probably explains why the page isn’t live quite yet.

    I’m really fascinated by the mention of an ERM Federal Integrated Business Framework. When it’s published, what are some of the biggest integration challenges this framework hopes to solve, specifically relating to electronic vs. physical records? Are there also plans to incorporate AI or machine learning into any aspect of this framework down the line? I’m looking forward to reading the full post when it’s out next year!
